Agency Protest
A bidder has the option of filing a protest to the procuring agency (the contracting officer), as well as to the Government Accountability Office. Generally, if the subject of the protest involves matters of agency policy, a protest to the agency should be considered. If an agency protest is denied, the protester is permitted to take the protest to the GAO if he does so within ten (10) calendar days of receiving notice that the agency protest has been denied.
