Poor Management

A government assertion of poor management must be supported by specific examples of conduct which resulted in unacceptable performance. All too often such allegations are the result of personality conflicts and are not suppportable by objective evidence. The contractor should respond by addressing the shortcomings in the government's administration of the project, by demonstrating its reputation for capable (or outstanding) management, and by showing its successful completion of similar projects using the same personnel or management techniques.
