Firm Overview
Payne Hackenbracht & Sullivan is a small, "boutique," law firm with large law firm capabilities and experience in the fields of federal government contract and construction law. The three principals, Michael H. Payne, Joseph A. Hackenbracht, and Timothy A. Sullivan founded the practice and they serve a national client base. The practice focuses on all aspects of federal and public contract law, including construction, environmental remediation, dredging, and supply contracting.
The new firm applies the individual and collective experience of its founding attorneys in both the public and private sectors that has resulted in the successful representation of hundreds of contractors and subcontractors in matters involving contract interpretation, negotiated settlement of disputes, bid protests, claims, and when necessary, litigation. The primary mission of the firm is to develop settlement strategies, rather than to simply resort to litigation by default. The firm does not attempt to do everything, but endeavors to do everything within its areas of expertise well.
