History of the Firm

Payne Hackenbracht & Sullivan is a new firm, in name, created by the federal government contract practice group of the former law firm of Starfield & Payne that has been representing government contractors, subcontractors, and architect-engineers since 1982. In an entirely amicable restructuring, the former firm was dissolved to facilitate the creation of two new firms, one practicing in the field of commercial lending law, and another continuing the well-established national practice in the field of federal government contract law, with particular emphasis on federal construction contracting, dredging and marine construction, environmental remediation, federal supply contracting, and state and local public contracting. The principal members of Payne Hackenbracht & Sullivan have practiced together for over twenty years and now have the opportunity to implement new ideas and the latest technology in order to offer their clients an even higher level of service within a firm devoted exclusively to government contracting.
