Timothy A. Sullivan

Mr. Sullivan is a partner in the firm, practicing in the fields of public contracting and construction law. He is a trial lawyer who has represented contractors, subcontractors, suppliers and owners in all areas of construction law, including the formation and negotiation of contracts and the litigation of contract claims and appeals. He has been involved with construction projects with the Department of Defense and civilian agencies, hazardous waste projects, highway construction and projects with state and local governments.

Mr. Sullivan was formerly with the U.S. Army Corps of Engineers. His twelve years of experience with the Corps included service as a trial attorney for the Baltimore District, Deputy District Counsel for the Baltimore District, and District Counsel for the Philadelphia District. He has extensive experience in the handling of protests, contract administration, contract interpretation, claims and appeals. During his tenure with the Corps of Engineers, he negotiated and litigated numerous contract claims, including differing site conditions, delays, changes and cost issues. As Deputy District Counsel and District Counsel, he supervised a staff of a dozen attorneys who were responsible for the contract formation, administration, claims and litigation for some of the largest military and civil construction programs in the Corps.

He participated in the administration and litigation of some of the first Superfund and DOD facility hazardous waste remediation contracts, including the drafting of the agreements and resolution of disputes. He has frequently lectured on construction topics at various attorney, industry and contractor seminars. In his capacity as a course instructor for the Federal Highway Administration-National Highway Institute, Mr. Sullivan has presented extensive training courses on the prevention, negotiation and litigation of construction contract disputes to state highway departments nationwide and to the Canadian government. He is an editor of the Pennsylvania Construction Journal and a contributor to other construction contract publications.

Mr. Sullivan is a 1971 graduate of the University of Notre Dame and received his Juris Doctor degree from the Villanova University School of Law. He is licensed to practice law in the Commonwealth of Pennsylvania, and is admitted to the United States Court of Appeals, Federal Circuit, the United States Court of Federal Claims, and the United States District Court for the Eastern District of Pennsylvania. He is a charter member of the Board of Contract Appeals Bar Association.
